The chargé d’affaires a.i. of the Netherlands addresses the final event
under the Matra Project “Piloting community-based services in a Bulgarian setting”
On December 16, 2008, Tuesday, Mr. Martijn Elgersma, chargé d’affaires a.i. of the Netherlands in Bulgaria, is addressing the Third Annual Mental Health Forum and the final event in the framework of the “Piloting community-based services in a Bulgarian setting” MATRA project.
The project was implemented from 2005-2008 by the Global Initiative on Psychiatry with funding under the MATRA program of the Netherlands Ministry for Foreign Affairs. It aimed at contributing to building an integrated system for community-based services for people with psychiatric problems in Bulgaria. The model was developed and implemented in Blagoevgrad, in close cooperation with the Municipality of Blagoevgrad, the Agency for Social assistance, the Ministry of Health and the South-Western University.
As a result of the project, new services have been created: a day centre, a sheltered house and an information centre for mental health. The first in Bulgaria M.A. programme in psycho-social rehabilitation was accredited with the South-Western University and a specialisation in psychiatric nursing was prepared. The experience gained under this project is already successfully replicated in Sofia where a Complex of community-based mental health services will be launched in early 2009.
Under a number of bilateral programmes, the Netherlands has been providing assistance to Bulgaria in its preparation for EU membership. Since Bulgaria’s EU accession in 2007 assistance continues and will be phased out in the coming years. The total volume of grants so far is over 100 million EUR. Special emphasis is given to issues related to social inclusion and justice and home affairs. Partnership and solidarity are the leading principles in this bilateral cooperation.
